Research Interests
Prof. Tsao’s research interests include the adoption of interdisciplinary and comparative approaches on the issues of public management and public polices in China and the impacts of globalization and regionalism on national and domestic policies

Additional Information
Professor Tsao has been teaching at the Chinese University of Hong Kong since 1989. He also serves a visiting professor at the National Institute of Development Administration (NIDA) in Thailand and the China University of Political Science and Law.
Over the years, Prof. Tsao was serving as visiting scholar or professor at Harvard University, Stanford University; University of California, Berkeley; Antony’s College, University of Oxford; The University of New South Wales, Australia; Fudan University and Peking University, among others. He has also presented papers to and has been invited by numerous academic institutions and many professional organizations as well.
Prof. Tsao has also served as the referee for many academic journals and university presses: The China Quarterly; China: An International Journal; Chinese Public Administration Review; Asian Survey; Journal of Public Affairs Education; Public Organization Review; Public Administration; Management and Organization Review; Korean Journal of Public Administration; The Chinese University Press; Research Grants Council, Hong Kong Government; National Singapore University Press; University of Pittsburgh and Nanyang University of Singapore.
Prof. Tsao was an executive member of the Hong Kong Public Administration Association. He was also a council member of the Hong Kong Political Science Association and an executive member of the International Relations Committee of the American Public Administration Society. He was the founding member of the Hong Kong Public Administration Association.
