Dr. James F. Downes is the Director of the Europe-Asia Programme at the Think Tank, the Center for Explanatory Research and Scientific Prediction (CERSP US)based in the United States. He is an Adjunct Assistant Professor in the School of Governance and Policy Science at CUHK, teaching on the MGPE, MPUP, GPGC & GPAD Programmes. He is a Research Associate (Honorary) in the Hong Kong Institute of Asia-Pacific Studies at CUHK. He is also a Consultant in Political Risk Analysis.
Previously, Dr. Downes was a Senior Assistant Professor (I) in Comparative Politics and International Relations, alongside being the Head (Programme Leader) of the Politics & Public Administration Programme at Hong Kong Metropolitan University. He was previously a Lecturer and Head of the Undergraduate Admissions Panel in the Department of Government and Public Administration at CUHK, alongside a Visiting Scholar on the European Union Academic Programme Hong Kong and has taught at The University of Hong Kong.
For his outstanding teaching, Dr. Downes received the prestigious CUHK Vice-Chancellor’s Exemplary Teaching Award and the Faculty of Social Sciences Exemplary Teaching Award in 2022. He also previously worked in the Market Research industry as a Public Opinion Pollster.
Dr. Downes conducts regular analysis and media interviews for CNBC and South China Morning Post.
